4150.2 4-3 NEW AND PROPOSED CONSTRUCTION REQUIREMENTS Before performing an appraisal
for new or proposed construction, the appraiser must have the plans and specifications and
a fully completed Builder's Certification. The lender must provide this information to the
appraiser prior to issuing the assignment. Without these items, the property will not be
acceptable for FHA insurance purposes.
